How the 49ers loaded up on 2023 NFL Draft compensatory picks thanks to Rooney Rule

Pick Sixes are great, but how about Pick 11s?

The 49ers were awarded seven compensatory picks in the 2023 NFL Draft, with two picks coming from other franchises, leaving just two picks of their own. San Francisco, though, has done well to develop NFL head coaches and front-office talent, and that's paid out by way of draft selections.

Of the seven compensatory picks, three of them are awarded because of the NFL's 2020 Resolution JC-2A, which awards picks to NFL franchises for helping develop minority head coaches and front office executives.

The 49ers have nurtured a reputation as one of the NFL's most inclusive and diverse organizations, and they've reaped the benefits.

This year, three compensatory picks are going the 49ers' way thanks to the JC-2A resolution. Here's what to know about their picks, and where those comp selections are coming from:

In all, the 49ers have 11 picks in the 2023 NFL Draft, including the three they received as part of the NFL's 2020 Resolution JC-2A (all in Round 3).

The 49ers get those three compensation picks based on a Rooney Rule addendum, which dictates that should a team develop a minority head coach or front-office executive, they will receive two, third-round compensatory picks in consecutive drafts. 

This year, the 49ers received three picks for the following:

— The Miami Dolphins hired Mike McDaniel in 2022, leading to a 2022 third-round pick and a 2023 third-round pick. 

— The Titans hired Ran Carthon, who was San Francisco's director of pro personnel, in early 2023. That landed the 49ers picks in the 2023 and 2024 drafts.

— Both Robert Saleh (Jets) and Martin Mayhew (Commanders) were hired in 2021, meaning the 49ers received just one extra compensatory pick for Mayhew. Because they are given three compensatory picks, that third pick is in the third draft, which is happening this year. The 49ers received picks for Saleh in 2021 and 2022.

— The 49ers will not be receiving a pick for DeMeco Ryans' hiring (Texans) until 2025 — because Carthon was hired first, the third pick in the equation lands in the 2025 NFL Draft. The 49ers receive picks for Carthon in 2023 and 2024.

What is 2020 Resolution JC-2A?

In November 2020, the NFL passed an addendum to the Rooney Rule, aptly named 2020 Resolution JC-2A. The rule dictates that NFL teams will receive compensatory picks for developing minority head coach and general manager candidates. 

Teams receive third-round compensatory picks in consecutive drafts if members of the coaching staff are hired as head coaches elsewhere, and the same for executives who are hired as general managers elsewhere.
